POLICY / PUBLIC RECORD
Disclosures
Effective September 1, 2026
Independence, document-status, affiliation, and risk disclosures for readers.
Independent publication
Behind Black Bar is an independent editorial project and is not a government entity. Agency names, seals described in source files, case numbers, and archive references identify sources; they do not imply endorsement.
Open-record boundary
Our editorial premise is the lawfully public record. A declassified or released document may still contain redactions, errors, disputed interpretations, personal information, or material subject to other restrictions. Publication here does not authenticate a copy beyond the cited custodian.
Context and inference
A document proves what it actually records—not every conclusion someone may draw from it. We distinguish direct statements, contemporaneous accounts, later analysis, and editorial inference.
Historical harm
Archival records may contain disturbing, discriminatory, violent, or outdated language. Quotation or description is for reporting and historical context, not endorsement.
Corrections
Material errors should be corrected clearly. Silent fixes are reserved for typography, formatting, broken links, and changes that do not alter meaning. See Editorial Standards for the full approach.
